It is Powless's victory for the first time since the Japan Cup Road in October.
Van Arist, who won nine wins at the Tor de France theater, is still without winning since he won the tenth stage in Voelta Spain last August.
“It was the one who invited the enemy. I was confident that I could win, but in the enemy that completely disturbed him,” Van Arist said.
“I wanted the victory very bad, especially after all the criticisms that I went through and all the bad luck that I went through.”
In the women's race, Elisa Longo Burgini scored her fifty winning in her career with a good individual effort after she moved away from Piloton with 30 km left.
“I was very hungry to win here,” said Burgini.
“I really wanted to prove that I was strong. There has been some frustration in the past weeks, and I needed to thank my coach who always keeps me calm.”
